Charles Tremper, J.D., Ph.D.
Chuck Tremper is dedicated to improving organizational effectiveness by creating service-oriented organizational cultures, implementing innovative technology, building staff capacity, conducting multi-dimensional assessments, and fostering collaboration.
Typical engagements involve developing plans for major new mission-critical systems to streamline operations or manage collaboration, then working with clients in an outsourced executive role to implement the plans. During implementation, Chuck often works with teams in multiple locations, using online technology to facilitate effective cross-site decision-making and project management. These endeavors generally entail significant restructuring of the client's operations with attendant adaptation of the corporate culture.
As a researcher, Chuck has designed, conducted, and interpreted market analyses and academic studies. He has led and participated in research projects that produced analyses in the fields of consumer behavior, governance, decision-making, and market dynamics. Many of the studies combined legal, statistical, social science, and policy analyses. Among these were a study of insurance availability and pricing for nonprofit organizations, legislative responses to underage drunk driving, juvenile crime trends, and the ongoing Alcohol Policy Information System.
Sue Thomas brings the integration of research and practical political and policy experience to the Perutilis team. As a lobbyist, campaign worker, congressional intern, policy analyst, political science faculty member, and academic administrator, Dr. Thomas has focused on state and federal legislative and judicial policy making with an emphasis on the intersection of women, politics, and policy. Her professional appointments include Senior Policy Researcher for the Pacific Institute for Research and Evaluation (PIRE), faculty member in the Department of Government and Director of Women’s Studies at Georgetown University, and a legislative advocate in Sacramento, California.
Dr. Thomas has published extensively for scholarly and popular presses
including her groundbreaking work with Oxford University Press, How
Women Legislate, and a chapter in the recently published Rethinking
Madam President: Are We Ready for a Woman in the White House? She
has made numerous media appearances as an advocate and a policy expert.
Ms. Payzant brings expertise in science and the law, with a special talent for developing search strategies to identify and retrieve highly targeted information using computer-based Internet research tools. Most recently, she has focused on state and federal legislative and judicial policymaking on healthcare issues.
She has worked on diverse projects, including cancer research at the Mayo Clinic; the analysis of environmental samples for pesticide and PCB contamination at Pace Laboratories; document review and analysis to support large multi-party litigation; development and support of "live chat" for West Publishing; and the creation of the Alcohol Policy Information System (APIS).
Ms. Payzant’s work benefits from her studies
in science and the law. She earned her J.D. from the University of
San Diego and holds a Bachelor of Sciences in Biology and Chemistry
from
the College of Saint Catherine.
David D. Jones
David Jones assists clients regarding operational aspects of their programs. Drawing on his extensive experience in the private sector, Mr. Jones brings the perspective of a seasoned corporate manager to challenges of running a nonprofit organization. His business perspective, combined with his focus on practicality and bottom-line results, provides a complementary skill set that enhances the effectiveness of mission-driven organizations.
With a background in marketing, Mr. Jones is also able to help organizations envision creative strategies for promoting their programs and raising funds.
